For https://github.com/rackerlabs/scantron/issues/281, Added created and last_updated fields for the models:

• Configuration
• Engine
• EnginePool
• GloballyExcludedTarget
• Scan
• ScanCommand
• Site

The created and last_updated fields are also exposed in the API
