• target SDK 34 to comply with Google API rules and remove foreground dataSync processes not granted to nova by Google

Important note: due to limitations imposed by Google when switching to API 34, foreground processes have not been granted to nova for background video media information retrieval. This means that nova cannot scan videos in background and full scan needs to be performed when nova is in foreground. Coping with this constraint required some intrusive modifications that could result in some regressions and debug: hence the pre-release tag.
