Increase firefox_android testharness chunks to 20

We are regularly seeing one job time out; try increasing the total number of chunks to avoid this.

This adds a slightly hacky specialised mechanism for overriding the chunk count only. It would be good to have a more generic approach, but this is good enough to solve the immediate problem.
